Torture scenes normally appear in "dark and gritty" comics like Punisher or Suicide Squad.

Some of the most notable issues involving torture include Batman: The Killing Joke by Alan Moore and Brian Bolland and The Walking Dead #33 by Robert Kirkman and Charlie Adlard (which made it one of the most controversial issues of the series).
