This is the chemical made by Baron Zemo and his scientists during World War 2. Its a chemical that cannot be removed. When Captain America confronted Baron Zemo, he spilled some of the adhesive on the Baron's Mask, molding it to his face.
Heinrich's son, Helmut Zemo, also fell into a boiling of Adhesive X desfigurating his face.
